PANLINE is the Civic Flow Engine that sustains abundance for all. A system of systems, integrating governance, economics, and public infrastructure to implement the best possible material conditions for the citizens of The City. All essential and most non-essential goods are produced at zero cost.
Runners thrive in the value-inverted hierarchy, controlling the flow of information and the new seat of power. You run with the Charter crew: A network of couriers, fixers and data brokers driving the new attention economy, built on identity and exclusivity. Between jobs, base is where favors get traded, introductions happen, and trust is built and broken.
Movement is your language, and technique is everything: passed down by senior runners, refined on real routes, and guarded like tradecraft. Earn their approval, fold their knowledge into your lines and peel back The City in layers—new routes, new vantage points, new ways through previously closed spaces.
The City does not hand you its layout. Build your navigational skills by exploring sightlines and landmarks. Remember them. You will only have a compass to keep you oriented.
A secret contract economy runs beneath abundance. Jobs come in through anonymous forums and message boards, paying whatever is sought after. Access tokens and off-grid favors. Data and compute time. Some runs are simple handoffs, others chain into multi-stop jobs where routes and delivery conditions matter as much as time or distance.
The equipment you bring defines the tier of contract you can take. Storage upgrades expand how much you can carry. Specialized kits protect high-value payloads and make riskier jobs viable.

An off-the-shelf device jailbroken and customized by your crew, turning it into the perfect runner’s keyring. It is also a physical kit, and can fail in the field. Bad landings and slips can crack it, forcing you to repair it before you can rely on it again. Firmware upgrades expand what it can do, opening up infrastructure access in The City.
